Historically, in ancient times a shaman priest would use a wooden wand and shake bells to cast and dispel spirit magic.  By Christian medieval times the old pagan ways were laughed at and the court shaman with wand and bells had been turned into the comical court jester.  In myth and tales, almost all beings with fairy realm powers had wands.  Travelling Actors, in medieval and even played the part of a fairy folk character.  The most famous shaman in British folk tale was Merlin, the court adviser of King Arthur.
